yes, a b16b is a type r.
I'm not sure what you're trying to say by posting the pic. that's not a stock type r valve cover and afaik, the oil cap is not a type r oil cap, as well as that not being a type r intake manifold.

is that he is selling this car on ebay and he put it was a type r civic but I told him that car is not a type r and he said that it is because of the engine

looks like your run of the mill b16a/b16a2 to me with a fake ebay type r badge glued onto the valve cover.
here is a picture of a B16B.
Notice the chrome oil cap. Notice the CTR/ITR intake manifold... it has NO lines on it. The pic of the B16 you posted looks like this:
