Question Oily Air Filter

Just purchased an 02 Civic LX. Went to check the air filter and it has what appears to be motor oil on it. Is this something normal from Honda? Is this like the K&N filters that you add oil too? Help?

I've never heard of anything like that before. It's possible that the dirt from the atmosphere just mixed with the regular oil base that's in the filter to begin with to create such a look. I think you should shell out a few pennies and get a new filter. Either that or you could get a brand new cold air intake?
