The car has to have been raised that much too.
Think of old school cars with 24"s on them.
No gap but its a 4x4.

Either that, or they bought a set of wheels for their whip without correctly plus sizing. As most of you probably already know, or don't know: Plus sizing is the process in which you select a set of wheels that is larger than the stock size AND select the appropriate tire accordingly. The larger the rim you select, the smaller the tire (and transversly wider) you need to have to maintain accuracy on your gauges.
When you plus size, the wheel well gap is not reduced, it's more like an optical illusion, since the naked eye is seeing more wheel.
When you just buy a bigger set of rims without choosing the right tire, then it'll reduce the wheel well gap.....not to mention produce way more unsprung weight and take a toll on your suspension anyways.
Another thing you could take into consideration, is that some cars come stock with a respectable suspension set up, M3's and benz'z are pretty tucked in.

what kind of car was it?
I sold my old 17's to a guy with a Tiburon and on stock suspension the car sat at a really nice level. He didn't need to lower it.
