Gauge Cluster mileage flash in the Bay Area?

Gauge Cluster mileage flash in the Bay Area? Greeting Fellow Bay Area 7th geners!
I just purchased a replacement gauge cluster for my 05 vp.
Thank god...I now have RPM's.
Anyhow the cluster shows 50k miles actual mileage is 13k on my baby.
Would any of you happen to know where I can get an 01-02 civic ex gauge cluster flashed anywhere in the Bay Area for a decent cost? I live out in Vallejo...just an f.y.i.
I already checked my dealer and they can't do it because its used.
I did a google search and only came up withoput of state shops that are charging me $300.00 for the service.
I was like " What the? "

Ill result to finding a shop out here in the bay.

it may be illegal here in california. kinda like rolling back the numbers on older model cars, to make it look like there isn't a lot of miles on the car. that's why i would say that i don't think anyone in-state would do it...
