His didn't really change that much at all, looks like HID, the headlights blend in with his blue car though, what color is your car?
heres california law:
Blue and yellow headlights. Headlights must be white - blue and yellow are illegal (24011 VC). Look for the DOT symbol on the bulb and package.
i would say it doesnt matter if the bulb is blue/white/w.e, if the light output is the illegal color, than its illegal. you can add film/tint/vinyl on the stock headlamps with stock headlight bulbs, but if it shows an color that doesnt pass the state law, its illegal. i would say same citation goes as if you had blue bulbs (fix-it ticket/illegal headlights)

and if you are looking lights from the new audi or bmw or benz, their lights aren't exactly white, some are purple and some are blue.
i know what your talking about, but all the exotic/luxury cars ive seen show a hues of blue/purple/yellow far away, as you get closer, they be come white. if your sitting in a lowered car while driving, you'll notice the more hues of blue/purple/etc tints. but in most cases, those cars are white and use 4300k bulbs that i know of.
my best guess is that they say blue and yellow are illegal because its more common. the article itself talks about street racing and you know how ricers love blue bulbs (no offense to any). so i guess whoever created that article wasnt too bright making that "law". if you are caught with red/orange or any other color that could immitate governmental agencies (police/ambulance), i think itd be the same violation. not common to see red headlights on street cars nowadays.

www.lamin-x.com
now that I look at their website, the blue film is almost transparent. I doubt it will even affect the light much. Maybe take a small amount of visibility away. The ones in the first pic above are a different story.

straight from their site
"Are your colored films legal on headlights for street use?
Colored films may not be legal for street use on primary lighting. An off-road disclosure is recommended. Please check your state or local laws before application. Installation of colored Lamin-x Films on your primary lights is done so at your own peril."

what about "city" lights or day time runners which are yellow?...cuz my homie has an Acura Integra Type R with a jdm front end conversion with the hids...his inner lights are yellow but he has HID's too so im guessin its ok as long as they are not the primary headlights
