Here are my opinions

Performance:
CAI or SRI: Best bet if you don't have much money would be to get a CAI *Manual* or SRI *Auto*, they are relatively cheap and not only do they sound nice but they give you some hp.
Exhaust: Exhaust is going to run you about $300-700 depending on the company...I believe the Greeddy Evolution is going to be about $500? Don't quote me on that I might be wrong. Well those are some performance suggestions.
Headers: Once again headers will get some HP, but not that noticeable *or so I've heard*. DC Sports headers run around $300.

Looks:
Tinting: It looks cool and helps keep away unwanted sun!
Rims: If you get 15" rims those should be as cheap as 300 or maybe cheaper *would not have to pay for tires*. If you get rims and tires it could up to over 500.
Interior lighting: Neon tubes for the interior only run around $35 for the small ones...you can put those in vents if you like or get bigger ones and mount them under seats.
Exterior lighting: Underbody kit. Streetglow neon underbody's run around $140, while LiteGlow runs for around $90 *these are ebay prices mind you*.
Headlight bulbs: You can pick up some PIAA's for around $45, they make your stock lights much whiter and brither
Altezza Taillights: If you are into these you can get them for around $160.
Lower Grill/Upper Grill: You can do a DIY on this and make it for really cheap, you can buy a lower grill for ATGrills.com for around $20, or you can buy one from a notable company *can't think of any other company's right now*

Hope this helped!

How about ground control coil over that will make your car stance look nice and stiffer ride for $340 bucks.

Evil Twin said it all... but shop around. I know you can get the ground controls, and a lot of other stuff, cheaper than usually advertised.
