if the bulbs are broken and the ballasts are good, could I go buy h4 hid bilbs?

technically yes... but thats what i was gonna do... since i am switching to h4's ne ways... the cost would be the same to buy new h4 bulbs... or sell this whole kit and get a new kit... so since the bubls are gon... im gonna have to get h4's now
