my ep3 only revs to like 5500 when im pareked is that normal

So does the RSX and RSX-S, I think all the new K-engines do. yes its normal.

Yeah mine does the same, when I am in park the car will only rev to about 4700-5000 rpm, its programed to be like that. Same as when your in park or not in gear the car will not go into VTEC.
