lower ball joint boot split at 41,000 miles

lower ball joint boot split at 41,000 miles
2001 ex sedan with 41,000 miles. During oil change dealer tech noticed lower ball joint rubber boot split open. is this common or expected?
Quoted $250 to replace including $120 or 150 for part. is this fair??

Is your car lowered?

If so, then the boot may have been torn while removing the strut. A pickle fork will usually damage the boot while inserting it.
