Cracked windshield, fixed for FREE???

A friend's Sentra SE-R has a cracked windshield... His dad drives it around alot on the highway, so it's not like these guys are going offroading where there's alot of rocks (i.e. he drives safe)....
Anyway, apparently his windshield is cracked, I'm not sure how bad it is, but it looks like it should be fixed; the car is only like ~2 yrs old!.
Anyway, I remember seeing at the Crappy Tire at Eglinton/Laird a little tent set up in the warmer months with a huge sign that says something like "WE FIX YOUR CRACKED WINDSHIELD FOR FREE! INSURANCE PAYS!" or something along the lines......
Huh? Now, it kinda makes sense.... Preventative insurance I suppose? Insurance pays for the repairs to fix the windshield, as a cracked windshield that blows apart on the highway == loss of life possibly == alot of payout ?????
Anyone have any more info on this? If they DO pay for it, does it count as a not-at-fault claim? ???

just got my windshield replaced today...and glass claims should not affect your insurance premium...i had to pay half of my deductible which was 300....not sure abou the crappy tire thing though.
