Aftermarket catalytic converters - how did some of you get around EPA regulations?

I am curious to know how some of you have gotten aftermarket cat's installed? I need to install a carsound cat once I get my turbo installed, but I know that no exhaust shop is going to want to touch my car with a 10 ft pole due to legal reasons.....

If you have an LX, then just buy an OEM EX downpipe/cat, which is 100% legal, and you could bolt it up yourself, but you'll also need an EX front sway bar from what i've heard. Just my thoughts...
correction...you're getting a turbo that replaces the downpipe...nevermind, sorry man. Just call around to muffler shops and find a shop that will put a "legal" cat on for you...worse come to worse, buy you a welder and DIY

Ok here's the deal - I can't just bring the car in after the turbo is on. There would be NO cat installed whatsoever than. They would still not touch it because according to OBDII regulations an aftermarket cat has to be located in the same place as the factory cat (in my case with my LX, the exhaust header). That's why I'm wondering where everyone who has done this took their cars.....
