Yes.... thats what it does.
Its reading the stock computer output which is tuned to be effecient, not powerful or consistent. The computer readjusts about 4 times per second. When the reading starts getting lean, it adds more gas, then it gets too rich, it backs it off. It'll go back and forth constantly.... the only time you'll ever get it to go fully rich is if you floor it.
