what are the legal restrictions and specifications when it comes to underglow kits in the US?

yes, if your moving, its illegal.

I do believe some states allow it only if your in a parking lot showing people, or at a show.

Also certain colors are illegal no matter what, i believe its red and blue (police colors)

well it all varies by state. Some states, you can have only certain colors. Others, you just cant have the bulbs showing. I used to have a red streetglow kit, and never got pulled over.

but to answer your question, the best thing to do is contact your local law authroities and see what the exact law is in that certain jurisdiction where you live... but remember just cause some neons might be legal in your city doesnt mean they are somewhere else. more then likely they will be illegal if they are red or blue regaurdless of whether or not the tube shows from underneath your car.
