OK,
I am thinking of painting my headlights to somewhat match my tailights and blakc chrome wheels.

blacked out headlights look pimp! i have them so does pukuyo, but id suggest not to have some parts unpainted as ur photoshop shows because its really hard to get crisp lines with the paint

hey randy, if you want just take a look at mine or cals first, coz both of ours are painted all the way. i did mine like the one on your pic before, but it's not really that clean of a paint if you look really close so i redid it and just repainted the whole thing. and do not use glossy paint, use matte finish.

you can use either a motomaster or krylon paint. i just got them from canadian tire. but i'd recommend the motomaster one since it's automotive paint. as i said, i recommend using the flat finish, not glossy. and i sanded and primered mine, just to make sure the paint sticks. but calvin's wasn't primered and sanded but it's still looks good, so i guess it's upto you whether you wanna go paint it strait or do what i did. good luck on the diy.
