Is yours frozen or is the electrical side damaged?

If frozen hit it with penetrating oil or soak it overnight, then use lithium grease to keep water out.

Neither. Issue I was having was a idle that dropped very low when throttle was depressed. I changed my OEM iacv out with a generic ebay one, it throwed my idle way high and wouldn't come down.I was able to find one OEM and get it.
