greddy profec bspec II problem

greddy profec bspec II problem
When my greddy profec spec II is hooked onto the actuator and turbo it makes no boost. However if I disconnect the vaccum for the actuator I run around 8 lbs. How come my profec isnt working, the setting for profec was to full boost and made none..
