I voted as an option...
not all people wanted a cat... like myself... CARB here is not as strict as in CA so some people can get more HP with less money to pay for the kit, and others can pay a little more for the CAT and stay legal rather than pay alot when get caught... and save them some trouble from the 5 O...

yes, unless you want to advertise it as an "off road use only" deal. maybe even consider pursuing CARB exemption, as you will get a big selling point for all the california tuners.
most smog centers in cali dont care if u have a legal kit or cat. Most likely if u got any sort of kit they or the cops will *** u, might as well just get and illegal kit and run of dp
what i mean by the top part was if u have a kit u wont most likely pass smog even with a cat or if the kit says its legal. My good friend in san diego works at a smog center and even on HIS OWN corolla wit a custom kit he takes it off when he goes to get it smogged and even he has a cat so *** the cat

dude..no one wants ur crappy kit...
I think that a cat might be a good idea. If everyone is saying that it wont make a difference when you go to get emissions, then screw it. BUT, since we all ULEV (04 anyway), wouldn't it help?
