My car is about to dying... Please help. T-T

My car is about to dying... Please help. T-T
Ok. First things first, my car has had a maintanance light for about 1 month now. I just presumed that it was just the scheduled 50k maintanance light that comes up naturally. (It came up around 50,000 - 51,000 miles)
Right now my car has 53,000. It's a 02 LX MT
So anyways, Im driving up from LA, when I notice this whining sound coming from the engine bay. I stop at the next rest area, and after an hour or so sleeping, im back on the road.
Like an idiot, I thought, "Oh. I must need a oil change." (I was 600 miles overdue from the usual 3,000)
So I drive all the way home with this whining sound.
Next day, I take it to a shop to get an oil change and they say that they are not sure what the problem is. In order to get it fixed, they need to:
1) Take off the power steering belt. Spin it, and see what the problem is.
2) If that doesnt solve the problem, they take the cooler belt off and spin it, and see what the problem is.
3) If that doesnt work, then its the engine thats f***cking up. (Which they doubt... It only has 53,000 miles on it)
The shop said if I dont get this fixed ASAP, then WWIII inside my car. It sure sounds like it too. Its a pretty loud, badass straining sound.
BTW. The sound starts as soon as I start the car, when its idle, and when driving. It's there 24/7...
The shop wrote "ENGINE HAS PULLEY NOISE- NEED TO REMOVE EACH BELT ONE AT A TIME TO ISOLATE. POSSIBLE INTERNAL T/B OR ENGINE. NEED TO ISOlATE BEFORE IT SEIZES." as its diagnostic.
Anyone know of any good, cheap, (focus on cheap) shops in Sac, Davis, area?
I feel like my car is gonna blow if I dont fix it soon. I dont think it will even make it to Stockton (from Sacramento).

Do it yourself. It's not that hard.
Now I know I'm a bit of a noob when it comes to pulling my car apart, but seriously me and a buddy replaced my car's timing belt, which means that it's really not that hard to look into the engine and see what's up.
FYI, I had the tensioner on my timing belt (in my car) go out around 54k miles. If you notice residue or wearing on the timing belt, it could be this, however the check engine light came on, not the maint. required light, and it threw this code a while before my valves were bent.
Get an oil change. See if that helps. Not likely, but hey, you need one anyway.
Stop and listen to see if you can hear where it's coming from. That should help.
But I don't know any shops, sorry. Best of luck.
