prolly a state ref office that does inspections should be able to. or stop a cop and ask if he has the meter. most do, they also carry tint meters.

Ok guys.. so there is the result.. I got my exhaust system back to normal thanks to johnbt23, and i got it signed and inspected by the ref station and got it passed. So today, i took it to the Fullerton superior court to ask how much will my ticket drop to. But the clerk said "It seems like officer did not mark it as correctable violation." and i was like WTF...
