HID kits are illegal since they are not OEM for our cars. they are for off road use only. if i were you go do a retro fit. i was reading somewhere on a board that tha NSFHT (something like that) is saying that doing a retro is going to be legal. i could be wrong. anyways doing a retro ill be a cleaner look and you wont be blinding people.

he prettymuch nailed it
as for rims.. you get what you pay for.. if they are a known name.. they are known for a reason.. if no one knows about them.. no one knows for a reason..
4x100 before you ask... theres a whole forum about rims and tires http://www.7thgencivic.com/forums/forumdisplay.php?f=43

to confirm, retrofits of oem parts are legal now. The cost would vary between $300-500 if you did the retro yourself, and almost $200 more (i am guessing) to have someone retrofit the parts for you. As for rims, if you want quality with a good price, probably no better company than rota. They are cheap and come in all the styles of the most popular rims from other companies such as volk, mugen, ssr etc
