Axel backs or some people call them "rear section" are just a bolt on. I think he is talking about a muffler alone, these are welded.
I would say It would cost about $35 dollars. I know some places in my town that will do it for $20.

your muffler prolly has a 2 1/4 inlet...(i had this set up before i went cat back)....you should have them put on a adapter(like the pipe that goes from your resonater to your muffer now, they should have it), kinda like a rear section that will bolt to where your existing muffler goes to the resonater...get that piece and have them weld the muffler on and then just bolt it to the car in the same psot...they will have to re-hang thew muffler also, not sure on a price cause i had a friend do mine, just call your local shops and ask. hope that helps
And FYI...meineke and midas wont do it ( at least not here in pittsburgh) I went to like 4 other muffler shops. Something about breaking noise ordinance laws and not wanting to be held liable. I offered to sign a waiver but they said no. I had mine done at a small local garage. Cost me $40. Hope this helps
Don't be afraid to be a b*tch when they install your muffler. Make sure they install it the way YOU want it to be installed. Not like mine...the muffler is sort of in a downward slant. The price range would also be around 30-60 dollars.
