Anyone else had this problem?

Well, this piece has always been loose, and finally the other week it came loose. Ive taken it the rest the way off and cannot see either on the panel or on the dash where something has broken. I was wondering if aynone else has had a problem wtih this?

There should be one screw that holds it on and a clip on the bottom. Here's a quick diagram of where the screw should go
