ALarm....good or no good?

I want to replace the alarm that I have now with one that has a two way remote and remote starter. I live in a bad city, where car are being stolen like it was a free for all. To me this set up looks great becuase of the price but Im no pro at alarms. If I were to get this, would I need to spend about 100$ more just to get it properly installed to my civic?

I found this for 30 bucks. I dont know what it does but you said I need it.
o 556H Honda/Acura Immobilizer Bypass Module
o Uses unique auto-program sequence to learn secure code from Key Cylinder Module
o Integrates into wiring for Honda/Acura immobilizer anti-theft system to allow remote start capability
o Allows normal function of factory anti-theft system
