will a lip cover a small bump on my bumper?

now i'm not getting a lip to cover my bump on mu bumper, i am just curious if a lip will cover it or not? or am i gonna have to get a new front bumper? here are some pics...

the first is when the bump was LARGE and fresh...

now it is hardly noticeable, i worked it out when i took out my grill...

I really wany a lip or, if need be, a new front bumper that is nice and not too crazy. Will a lip cover this? Thanks
