underbody question

I have a 2001 Civic LX and I have a question about under the bumper. The black piece that is right behind it which covers under the engine...is that suppose to go above or below the lip of the bumper. I am guessing its suppose to be above the bumper lip, but its been below it ever since i got the car. If any1 doesnt understand what im talkin about...ill be glad to post pics later today coz im at work gettin paid to look at everyones civic pics (which im getting a ton of ideas from)...thanx in advance!!

Im not sure what its called, but its not that rubber piece thats directly connected to the bumper its the black plastic piece that is right behind it. Ill post pics when I get home today
Its the black piece thats right behing the bumper on the bottom of the car.
That piece is supposed to be above the bumper.
Its held in place by 4 black tabs. The black tabs connect the bumper and black piece together.
When you take off your bumper and put it back on, 90% of the time it goes below the bumper and you have to force it back on to the top.

yea it goes on top...make sure it's on top to haha....because once i left it on the bottom.....the wind caught it....forced it down and started dragging along the ground and cost me 149 dollars to replace ..so yea.

doesn't yours drag on the ground anyways, because your ride is slammed?
hey guys, i was just wondering if it was safe in the long run to take that peice off? mine came off, dragged on the road and now is shredded, so i zipped tied whatever i had left back on, but i'm wondering if i should just completely take it off?

i took mine off.. 150? www.partstrain.com.. they have one for like 30 bucks..??
