if you've got school and a kid, i don't think i would be spending money on y our car.. but that's my opinion.
if you're going for one of 3 choices, i would choose #2. why go with another car unless you don't want to do anything to your current one and would just like one to fix up... then definitely #3

definetly get turbo. you will regret later not dropping the money onto the turbo. but 3000 is not enough for turbo. spend the 3000 on the kit. the remaining 1300 you'll needa use on gauges, pod, turbo timer, emanage, boost controller, INSTALL, and a wideband tune. you might have some $$ left over, but keep it..you never know what things may go wrong that will require money to fix. but turbo is by far the best purchase you can make.
i think most poeple who have everything else would say the same...we regret not spending our money on turbo.

I say spend on school and kid like some have said, since the main reason you got back so much from the government is because you have a dependent (your kid) and you are a student. I made over 40K last year and I have no dependants and I'm getting back 476 dollars. lol. and 100 dollars goes to my cpa.
hmmmm. in the four years my brother was in college, tuition (+ room and board, etc.) went from around 35 to 40 grand. i hope you're thinking about the future, at least just a little bit. it's just a car...
i had to see one of my classmates turn down STANFORD because he can't afford it. of course, just a few months before he heard their admission decision, he went out and bought an mkIII supra and swapped the engine. excellent decision-maker, i know
so.......do what you like :-/

If I were dumping that money on my civic, I'd go buy a K20 out of a wrecked RSX and buy Hasport mounts and drop it in.

get tires/wheels and body kit and other misc.. and the rest give it to your kid man...
for some reason, this reminds me of my friend who had an integra and spent almost 10K on his car... got a child and he sold his integra for only 5k to the dealership (traded it in with accord)
I shoul've just bought the car from him...

thanks for the replies. and about spending money on my kid, it's not like i'm broke as a joke and that's all the money i got. this return is like free money, so that's why i'm trying to build a car. still leaning towards 3 though. thanks
