Ebay header scam

Ebay header scam ok so i bought a 2001 civic header from this guy on ebay last month and i still havent recieved the item in the mail. So i called ebay, UPS and the seller many times. he also cashed the moeny order of my 250.00 bucks. Finally today i get this box in the mail about the size of a shoe box. i open it up and its a picture of a header.... WTF so i finally get ahold of the ***#ole
and he said its what i bought and i can pay to have the box shipped back and he will return my money. so he profited on my shipping the first time like 30 bucks that bastard. I left him the knarlyest negitive feed back as well as telling ebay of his ****.
anyone have a header for an lx the want to sell that isnt a picture~!

Rep Power: 0 my friend used to do that on ebay.........i bet somewhere in the auction it probably says somthign like 'this auction is not for the actual item, but for a picture of the item' or somthin like that. cops/fbi/anyone cant do **** cuz its the buyers responsibilty to read the entire auction and know what his responsibilites are as a buyer and also the responsibilty of the seller. you will most likely get nothing in return. if your lucky ebay will refund you 1/2 of the total cost of the item. Thats why ebayers should read the whole auction.
he might might might get in trouble for misleading the buyer, but then again its still ur fault, cuz he or noone else made you bid on the item.
sorry to say, but theres a good chance you will get nothin in return and nothing will happen to him.
