hmm.. cant really tell you what to do. it all depends on what you like, what you want to do with it (show/autox), and what your budget is. i suggest lower it, since thats what most people usually do first.

The TCS and the EVO are fairly similar. . . one MAJOR difference is the fact that the EVO has a very large can for a muffler at the back, and is easy identified from said can. The TCS is just that. . . a "Twin Canister System" that is much more stealthy, usually provides a little more ground clearance, and costs just a little more than the EVO at most places. As 666 said, it's all stainless, it's strong as hell, has a nice deep tone until you hit VTEC, then it will get pretty loud . . . so that will really depend on your driving habits. But it's certainly no louder than the EVO.
Also, the addition of an intake will help your exhuast system, whichever you choose, sound nice and aggressive through most of the powerband.

Alternately, a drop, tint, and a set of wheels will really enhance the outward appearance, drastically. It's really up to you whether you want to go looks or performance/sound. Either way, all the mods listed (minus the tint) will enhance performance and drivability to some extent.
Some cheap mods to help the car FEEL better and give you a more enjoyable driving experience would be:
Short shifter (either the revo kit or the Neuspeed/DC Sports short shift adapter
Aluminum, leather, etc shift **** (after all, you'll be touching it, constantly) You DO have a manual, right?

Leather steering wheel cover (if you can't stand the plastic)
Aftermarket pedals
All these mods listed (minus the short shifter) will also enhance the LOOK of your interior.
Done properly, the order in which you add mods to your car will greatly enhance your experience of ownership. Just do what in your heart will please you the most. Everyone has their own opinions of what's best. . . but in the end it's your car, your choice.
Now if you want to ask what will help in the way of ease of installation, etc. . . well:
If you're going to lower it, BUDGET for a camber kit. If you're not familiar with what that is, it's an adjustment kit used to properly align your car's suspention components when you get a steering alignment. When lowering a car even just a little, it's likely the factory adjustment components MAY NOT be able to counter the effects of the lowering on your camber adjustment, thus creating a rolling angle on your wheels and tires that will prematurely wear the inside tread of your tires down. The application of this kit will eliminate that problem.
Now I'm not saying every car that's lowered will NEED a camber kit, just that you should be prepared to get one on ASAP should your alignment shop run into that problem. Many shops will re-align for free within 30 days, so if you can get one on in that time window, you'll save yourself $50-70 on another alignment.

Altogether, lowering should cost between $150 to $300, depending on which springs you choose, and whether or not you get or even need a camber kit. None of this includes labor, though. So, unless you know someone who can do all this, I'd budget another $120 or more just to install the springs. And another $60-120 for the install of the camber kit. Indeed, this can get pricey quickly. . . but to do it properly, sometimes that will be the case.
Whatever you decide on, you can be sure someone's asked many of the questions you'll have. Try doing a search on this site for some questions you already have regarding some of the mods you're thinking about. It'll help answer many questions before you even need to ask them. Otherwise, you'll have no shortage of help up here.

Before asking for opinions on what you should do to your car, you should look around first and decide for yourself.
You would regret getting some modification because some people on a website posted that it was "excellent" -- it has to be something you truly want to spend that much $$ on.
And if you don't know what you want, it means you don't really want it.
For reals.... I got something that cost me 600, and now I think twice about it.

definately tint the windows. I have an '01 vic and i never thought it looked that good until i tinted the windows. Tint and wheels will really set your cars appearance off in a big way.
