a rear lower tie bar cant really be felt.. it may stiffen up the rear LCA points more but I dont really think its something u feel...
rear ties are mostly used to reinforce the subframe when larger sway bars are used..
want to improve ur handling or do something that'll make a difference? (good or bad, depending on ur preference in handling)...
here are some factors that affect handling a lot more than strut bars and tie bars.
tires.
springs.
shocks.
sway bars.
a front upper strut bar is a good thing to grab though. its always good to stiffen up the front of the chassis a bit...

I have a Neuspeed front upper and i definetely feel a difference. Way more stable!
I also have the RSX anti-sway bar and yea, this is by far the best suspension mod for the money.
The lower tie is there just for support... can't really help anything.

I have the same set up as AK cept i have an OBX rear strut bar. I want the progress front sway bar too. I think that lowering plus the strut/sway/tie bars will make the most difference. My car isn't lowered yet but I have felt a big difference just with the bars. I drove an '03 sedan and it felt all mushy compared to my car.

hmm...so sway bars is what I should be looking at....???
I know people have swapped the RSX rear onto their EX's...but I may be dumb...but has it been done to an LX...is it possible...?
I just put on a R.U bar and R.L. bar...and it feels a little tighter back there...I need to get a new F.U. now that i can't use my generic bar with my intake...
