get an alignment. have you changed suspension parts? lowering springs or coilovers?
when you get the alignment, tell them to give you a little more negative camber in the back.

Drivers side rear will be heavier because of the gas tank and you. Can you give us an idea of your suspension set up?

its because you have a 45 side wall and 215 width. i had the same problem when i went from 205-40-17 to 215-45-17. If you have a camber kit you can against the camber to compensate but it will still rub on deep turns and dips.
Cheapest way is just to shave the inner lip on the rear fenders with a dremel. Then use touch up paint to paint over the exposed metal. Some people will say dont do it because it'll structually weaken the car and blahblah, but i did it on my civic over 2yrs ago and it was fine. I didn't have any problems. If your mostly just using it as a daily driver then your fine. if your going to auto x or something then it might be different. Just remember to paint over the exposed metal or rust will eat away at your car.

i would advise against shaving your rear lip by yourself. if you're going to do it, than get it done professionally. the touch-up paint isnt too good at preventing rust, believe me i know.

Unless you've got some jacked up offset, 215/45/17 tires should fit. In any event, ROLL (don't shave) the fenders.
And to the rust prevention yada yada... when I had mine rolled, they cracked the **** out of the paint, I wirewheeled the cracked paint off, primered and rustoleumed it (its only good when its ghetto) and it worked just fine. Just make sure that the new and the old paint overlap each other.

well for me, the 215-45-17 did fit, but i was lowered on neuspeed springs so on deep turns or deep dips the rear lip would cut into the tires. Anyone who is some what of a diy person can shave the lip all you need is a dremel and metal cutting wheel. I cut the lip off, cleaned it with alcohol and put touch up paint and its been fine for the last 2yrs before i sold the vic. I didn't see any rust, but i'm in california so it doesn't snow where i live. Cleaning, priming then painting would be the better way of doing it.
I have 215-45-17 tires on a Progress drop and no problems (no Progress doesn't sag in the a** either). Make sure your alignment is good and if that checks out get some new struts. If all else fails have your fenders rolled...just make sure its a good body shop that does it. That won't eliminate all the risk but it will help. You could always air seal your underbody and make a Civic boat too...no wheels required then...
