putting my wheels on
Ok let me see if I can explain this or not I took my 17 off for the winter and cracked this little round object that was struck to my rotor. (don't know the name of it?? Hub ring was what I was thinking it was called). Well do I need them to put my 17's back on? I have asked three people, two places that sells rims, and my buddy. My buddy said I really didn't need them, one wheel shop said I need them, and the other wheel shop didn't know if needed it or not? I hope i explained it well enough.

ya its called hub rings..
i would say if your steering wheel starts to shake them you need them.. sometimes you dont need them, usually you do with aftermarket wheels tho

Most likely if you had them you should get another one to replace it, they are cheap only a couple dollars for a set so it would be worth it. What the hub ring does is center the wheel on the hub so no vibration occurs.
