I hope your using an impact gun. I think that's what ppl call them. You either have to buy or rent one. It's a screw driver that does a quarter turn everytime you smack it with a hammer. Your never suppose to use a regular screwdriver to remove that screw or you might strip it.

Well, if you can't unscrew it, then try paint thinner. Remove the paint from the screw. Then WD-40 it and try again. If that doesn't work, then try a longer wrench for more leverage. If that doesn't work, then you're going to need an impact wrench. It's an air tool, so it hooks up to a compressor. If you don't either one, then maybe go into a shop and have them unbolt it for you. I'm sure they'll only charge you $10.

I would turn the wheel all the way to one side to have better access to those bolts. Did you do that? Then remember that the directions will be reversed when you're unbolting it from the other side. You might actually be tightening it instead of loosening it. Make sure! That's about all I can say. Get a wrench with the longest arm possible. Maybe try extending it with a hollow pipe?

I used something my friend calls a 'johnson bar'... its like a long bar with a swivel bit at the end that fits into your socket bit... there is no wratcheting action but its good for just getting them cracked then you can use the regular wratchet wrench to take it off the rest.
