18 " rims help please
Okay so I'm getting custom made dub rims 18 inch and I am going with 215/40r18 for tires and i was wondering if I am going to need to get a wheel alignment will it give me camber or toe issues ? Also will I need to roll the fender or cut it out? Also what offset should I go with? I own a 2002 Honda civic sedan lx . Please only talk from experience no guessing please thanks

40 offset. You should fine if you don't plan on lowering it. No alignment needed but its always good to to get your alignment done every year.
You won't need to roll if you are stock height.

Should be totally fine at stock ride height.
I think he meant 40 as in the tire wall height coefficient, which is the right size for 18's, assuming 17's typically run 45 tires; 16's - 50's, etc.
If you're lowered about 1.75" or more, you may start running into some fender clearance issues, depending on the offset of the rim and tread contact width. I'm lowered about 2" with 215 tires and had to roll my rear fenders a little bit.

Tockico blues and stock srpings? Or with lowering springs?
On stock springs that will only lower you about 1/4". With lowering springs, you're looking more at 1.25 - 1.5".
Either way you should be fine. If you have rubbing issues, you'll find out once you start driving the car. If so, just buy/borrow a heat gun and roll the fenders. It's pretty easy.
And he's right, make sure the wheel's offset is between +37 and +42, otherwise that might cause and issue with clearance and create unnecessary stress on the axles.

okay now 18 inch rims 37-42 offset now last and most important how wide can i go with the rim?? 7.5 will fit for sure what about an 8? Also on a website the tokico blues have a quick strut assembally

7.5, yes. 8 may cause rubbing with the inner fender lining, especially when you're turning the car.
