centerlock wheels legal on street?
just wondering, are centerlock wheels street legal? i mean, considering you can find a rim that will not get completely pwn3d by road damage, are there laws against driving with these on the streets?
if anyone doesnt know what im talking about...this is a centerlock rim.

and the second part of my question, if there are no laws against it, what needs to be done to convert a regular car to accept centerlock wheels? what sort of costs are associated w/ that, besides the cost of the wheels?

I don't think there is a low against it but then again I'm in a state with few laws against modifications. I'm sure you need new spindles to get them to work but I don't really know all the details. Be cool as shyt tho....

well...considering that Enzo's, Carrera GT's, & some other Ferrari's and Lamborghini's, and the Bugattin if i am not mistaken; they all have an outstanding torque of the wheel lug that total to 4! i mean, for instance, the Carrera GT wheel torque is 407 ft.lb. where on earth is there a torque wrench for that?!?! but the wheels, and setup gotta cost something more than $10000.

i know racing teams have a high budget, but not THAT high a budget. i dont think many privateer teams would spend 10k/wheel. im thinking they would be around 300-1000/rim depending on the brand/size.
im not quite sure where you're going with the whole torque thing on exotic cars. whats that have to do with anything?

To answer the original, yes they're legal, no, you won't get them on a Civic.

why? all you need is a special wrench to unscrew the lug. i dont think it requires any more torque to put on and off than regular lugs. well...maybe a little more, but not THAT much more. am i wrong?

You could get them for the civic, but you're looking at custom,well, everthing connected from the tranny to the wheels.
Also they are a bitch to get off, due to the huge torque required to hold them on, they are rare and tremendously expensive, and cause a HUGE problem when you lose a lug nut to vibrations (this is why many have the pins, cause there is only 1 thing holding the entire wheel on.)
Here is a Ferrari F430 GT with it's wheel off:
