well from the looks of that pic, that looks like a small chip that shouldnt effect the ride quality. But usually if you install a wheel that is bent, you will have vibration issues. But I dont think you will have any problems with that wheel.

MAKE ABSOLUTELY sure that, that is a nic ONLY in the rim lip...if you look inside the rim and feel the "belly" section the whole inside of the air chamber should feel nice and round with no penetrations...mars or cracks or bends....if there is stay away from those rims...but that nic should in no way affect the ride, performance or handling capabilites of the rim...just make sure to keep an eye on that tire looks like he chunked that too...if you see nylon cording coming out of that gash get a new tire asap cuz otherwise you're gonna end up on the 11 p.m. news...

yeah the guy said that the tires are bold so eventually i need to change the tires. so you guys think that that little "nic" has no effect right on the ride and handling?

something you can do is take the tires off and have the rims spun on a balncer...this tell s you how badly the rims are bent if anything and how off balance the dead weight areas are..... the closer to zero the rims are the better balanced and less problems you will have...just remember this goes out the window when you put tires on the rim cuz they offset the balance and hence the reason the setup needs to be balanced...hope I didn't confuse you...

If you have this many doubts, I wouldnt buy them. That one nick in the pic could turn out to be more of a problem then just what the picture shows. It looks like you will be fine and have no problems, but If I were you, I wouldnt buy them just cause the fact thery are nicked. I wouldnt spend alot of money of rims that have damage, even if it is just a small nick.
