Powdercoating is the way to do it right.
If you must ghettopaint
2 cans of aircraft stripper
Variety of sand paper from 150 to 2000
primer
duplicolor wheel paint
clear coat

Strip the old **** off, sand them with progressively increasing grits
wash them several times to get the **** from stripping and sanding off
wipe them with denatured alcohol
dry
prime
paint
clearcoat

It doesn't matter how much clear coat you put on. The first pebble that hits the paint is going all the way through it. When it does, the salt will just eat under the paint.
Powdercoat em.

Nope, the powdercoater will take care of it. They use a chemical bath to strip and prep parts for the powdercoat process.

Powdercoater should blast them and acid dip them before they coat them.

I painted my rims with duplicolor paint. I had them for 6 months and they did not chip.
