Widest tire on 14" steels?

Widest tire on 14" steels?

I have 195/65/14 Falken Ziex ZE-502s right now but they are due for a change soon.
I was wondering whats the widest tires I can put on 14x5.5 steels?
I also plan in lowering my sedan with some H&R's + Tokico HP (blues).

205/60/14
I found one old thread where someone said this will fit.
Its over 2% off though.
Won't give me problems with rubbing (hopefully).

215/60/14
Not sure if it'll fit right on a 5.5 wide rim.
Good news is that its only .3% off.
Chance of rubbing after lowering?

The tires I'm leaning towards in these sizes:
205 - Falken Ziex ZE-512 @ $49 each from tires.com
205 - BFGoodrich Traction T/A H @ $61 each from tirerack.com
215 - Yokohama Avid S/T @ $47 each from tirerack.com

205 would be widest as for 5.5" width. maybe not, but i think it could be possible depending which tire as some brands over rate their tire specs.

IE: a bridgestone 195/55/16 tire can be a little wider than a yokohama 195/55/16

I believe optimum wheel width for a 215 tire is 6.5", but if I remember correctly, a 215 will fit a 5.5" wheel.

how could 2 rims with the same 14 inch 60 series have diff tire readings?
