does anyone know any good sites where I can get my hands on a set of 18 Volk Racing rims model CE28N. They go for 2448 and that is kind of expensive. DOes anyone know where I can get it cheaper.

You pay for Volks or you just don't get them. Thats the bottom line. They're not cheap cuz they're some of the best.
If you don't want to pay for it, then find a knockoff. I don't even think you can get 4x100 CE28s in 18" unless they re-did the sizing in the last 2 or 3 months.

You can call Vick at WheelOptions.com (Discount Tire of El Monte, CA) and get their "Import Hookup" shipped price of $1880 for the 17" X 7.5" (It wouldn't hurt to ask about 18 inch in the 4 X 100 because their 18 inch price is $2000 shipped, but Boilermaker1 is right -- Volk did not initially produce that size for Civics).
