Firestone FR690, 185/65/15. Best bang for the buck.
But really, take a look at some of the threads on the first page. Better yet, search. There's been quite a few threads posted about this lately.

03. Kumho ECSTA V700 (225/45WR15)
04. Michelin Pilot Sport Cup (225/50YR15)
05. Yokohama A032R (225/50VR15)
06. Pirelli P Zero Corsa (Dosnt come in a 15)
07. Hankook Ventus Z211 (Officiall tire for the mazdaspeed Miata cup) (225/50VR15)
08. Kumho MX (205/50R15)
09. Falken Azenis Sport (205/50R15)
10. BFGoodrich g-Force T/A KD (225/50YR15)
all of these are tires you may find at an autocross or road racing event.
Tire 01-07 are pure compitition tires, they are DOT legal for street use, but I dont reccomend using them there (They will not last long but it will be one hell of a ride) 08-10 are Tires Legal For STS classed Autocrossing (And are the top 3 tires for the class).

new steelies? why would you want new steels? Rims man, rims. they can cost anywhere from 500-2000 grand with or without tires. Just depends on what you get and what deals there are.

For ultimate dry traction in a tire that will last reasionably long I'd go with either the Kumho MX or Falken AZENIS sport. bot will last some where between 10 and 15,000 miles. they should run you about $60-$80 each, for a 205/50-15 For wheels Cheep and light, Rotas will do fine here.... most 15's from them run about $100 each.
Heres some info on the HOT tires for Street classed autocross
Falken Azenis sport
The Falken Azenis is the best STX tire if you're on a budget. Beefy corner tread blocks, an ultra-stiff carcass, and a soft tread compound all combine with an excellent price to make a tire that is currently the most popular in both STS and STX classes. It is also available in a wide selection of sizes. The only drawback to the Azenis is that its popularity has made it somewhat difficult to find in the popular sizes.
BF Goodrich TA-KD
The BFG TA-KD is arguably the best tire available for the class. It is quite expensive, and up to this point has only been available in 17" and greater diameters. BFG has announced that they will be making smaller sizes, but so far we've yet to see them. BFG offers contingency for those running their tires at some national level events.
Bridgestone Potenza S03
Some have argued that although this tire was supposed to be the successor to the much-vaunted S02 Pole Position, it is not as good for autocross applications. It is still one of the best tires out there, and because of its excellent wet traction, would be a good compromise tire for those that can't (or don't want to) run a set of dedicated race-only rubber.
Kumho Ecsta MX
Kumho has entered the Street Touring tire wars with a new tire -- the Ecsta MX.
Good wear chariteristics combined with a soft compound make it one of the top tires in the class (Right next to the AZENIS)
Note: Right now the top 2 tires in Street touring classes are The MX and the AZENIS. every thing else is pretty much non-exzistant.
I run the AZENIS for autocross and I can say that the level of traction they give is nothing short of amazing.

Zzyzx is right about the sticky tires. The azenis and mx's are pretty cheap but they will only last at most 30,000miles if you are lucky. They also don't have the best wet traction. they can slip out under you. I would stick with something more along the lines of an all weather tire rather than a performance tire.
Please be more specific about what you want the tires for? Do you want them for every day use, drag racing, or autocross?? It makes a world of difference when knowing this. you don't usually want to run Azenis on the road because of their limited wet traction. It can get you in trouble. There is no BEST tire. Search around and figure out what you want out of a tire. Anything with a 260 or so tread are pretty good for the street and should last a few years.

The azenis and the MX do reasionably well when its wet out. they are summer tires after all, just with a softer then average compound. I think that the MX's would do better in the rain then the Falkens. But I've never really had that much of a problem with mine, even when I did run them on the street and it rained (they deal with slick roads very well, they just dont deal with puddles well and will want to Hydroplane if you hit them at speed). They are also a bit noisier then "regular" street tires.
Why and what steelies do you want? Stock ex are 15x6, I think. You'd be better off getting 99-00 si wheels, 02-up si wheels, or aftermarket wheels. I have nitto neo-gens on 17x7 RH Evo CPS's.

don't you have the steelies that came with your car or did yours come with factory allows? lots of people sell their steelies. I sold mine for $75 with the crappy tires on them.

Wogz - Do you live where it snows? We have no idea if you need an all-season or a "summer tire". Hell, if you lived in the mountains I'd tell you a Bridgestone Blizzak might be better for you than any other tire.
BTW - Why didn't your car come with steelies? Instead of getting them from Honda, I would either check the Marketplace here, or go get some used OEM rims off a previous-gen Civic.

i live in delaware! mine came with the SI rims, but i sold them. can't any 4 lug steelie fit on my car? i went to a tire shop, and they said i needed the exact one from honda for my car or it would be messed up? anyone wanna sell me 15' steelies! and is it true that if i keep my aftermarket rims on and it snows that as long as i wash them off at the car wash, they'll be fine?
