Coilovers would be the only real option, in my opinion. Sure, lowering springs can work, but they don't offer the adjustability or the typical ride quality that a coilover will.
As far as brands go, Yonaka, KW, and Tein would be the budget go-to's. There are cheaper options such as Raceland and Maxpeedingrods, but I didn't recommend them for a reason.

tein s-techs will give you a nice 1.4" drop for not much money. You'll want to look into struts that can handle the drop, but they'll run on stock struts without blowing them for a fair amount of time (my 2002 civic ran on tein springs with stock struts for 40k before I swapped them out, and the ride got so much smoother). Springs will probably run you $200, struts maybe $400

You can go with a tein street basis coilover set for $600-700ish. That way you get adjustable height and struts that are paired with the springs. I'm a big proponent of Tein, even though they moved most of their production to China. Still a great budget option though. The only ones they make that are still manufactured in Yokohama, Japan are the Flex Z series, and those can be 1000+
Rims and drop will give it a nice look tho, for real, even if it's stock body parts
