New head or resurface head?

I have a stock 99 civic ex with a blown head gasket. I wanted to know if it was cheaper to buy a new/used head or resurface the head. This is my first Honda and I appreciate the help thanks.

Cheaper to resurface for sure! But if you don't have a second head to surface first, then you'll be without your car until the shop finishes the head.

Probably
-$60-$100 to resurface (deck the head)
-Buying a pre-rebuilt head $200-$400
-Buying new old stock head $1500

Heads don't always need anything done.
Take it to a good machine shop and have it measured for flatness first.
If it's out of (warpage) spec, THEN it must be resurfaced
If it's out of spec beyond the max resurface limit, THEN it needs replaced.
