Shift interlock problem

2000 civic ex
Will not shift out of park
Interlock solenoid will work for split second once key is turned to "run" but will not work by pressing brake peddle.
All brake lights work.
Resistance for both wires for solenoid are good.
Anything I'm missing?...ground??

solenoid could be old, sticking, failing.
can try repeatedly applying power and ground to the solenoid to see if you can spot any problems

Testing for power at the connector when plugged into the solenoid I have 12 volts both sides but when I test at the plug Whit it unplugged from the solenoid
I only get 12 volts on the one side and ground on the other
