Cant reset the srs light.

Cant reset the srs light.
On my 2000 civic I bottomed out the front bumper going down a drive way and it set off the srs light.
I tried to jump it with a paper clip but it only cycles twice (in stead of 3x)and then it flashes and stays on. I have also tried to take out the fuse which didnt do anything so it may be labeled wrong. I only scratched the front bumper so i dont think their is anything wrong with the system.
Anyone have any suggestions?
