8th Gen Civic Rear Quarter Panel Rust

Hey all,
I was just wondering if there are any low-cost options for dealing with rust in the rear quarter wheel well on my 09 civic. I found on some places you can find the whole quarter for about $650 but I'm not savvy enough for welding and such on something that big.
I know for some older cars I had that you could just buy patch panels and cut out the rust and tac on the new lip but haven't found anything like that. The rust isn't crazy but has gone through the whole lip. I've considered grinding out the rust and neutralizing and then just fiberglassing the whole lip to help. I'm not super experienced but do have all the paint equipment.
Any advice? I don't have the bank to put down 2-3k to have a body shop do it.
