04 civic key FOB

I checked other threads and didn't see any that helped me with my issue so I'm hoping someone has some suggestions. Bought an 04 ex that came with no key FOB. Electric locks lock/unlock all the doors and if I use the key in the driver door to lock the car it locks all 4 doors. I have purchased one of every type of fob there is for 04 civics and get the same results with every one. Do the key on press the lock button 3 times and hear what sounds like the cylinders cycling even though nothing actually happens with the locks. I can hit the lock button a few more times and every time it sounds liek the doors are locking but they don't. After that it's like the FOB didn't actually take the programming and I have to do the process over again, still though the door locks never actually move. Two of the ones I bought were the cheap off brand versions from ebay, but after checking this site I bought a used Honda FOB that is the same part number as the one the site says works for my car based on the vin. I really don't want to pay $35-$75 an hour to have someone do a simple programming especially if it's still not going to work. Transmitter Assembly, Keyless - Honda (72147-S5A-A01)

Does the car actually have the transmitter control box in it?

What procedure are you following?

Never mind, just realized the doors will not lock even with the fob if the key is in the ignition. I was downstairs pressing the fob buttons to see the lights and my wife came down and asked me why my horn kept beeping. I never did that with any of the rest of the fob's, once I took the key out of the ignition I just returned the FOB. All the directions say turn the key to the off position, I didn't see any that said remove the key to test. Knowing what I know now I probably could have saved $10 and kept the generic fobs. Anyway thanks for the reply.

Sooooo when you reach this point-- if you reach over and hit the power lock button on the door, do the power locks operate correctly?

See above, user error and poorly written instructions. Maybe I'm really slow too, I can't find any thread where anyone else has ever had this problem.
