Does catalytic converter size matter?
OEM vs. Aftermarket: Does a significantly smaller cat make a difference in performance? Can it reduce flow and cause engine issues down the line? Wouldn't it cause some sort of carbon issues, or compression issues?

Yes there are potential problems with aftermarket cats. The problems you listed are possible depending on how mis-sized the cat is. Also there is a good potential for check engine lights with p0420/430 cat performance codes which will cause an instant fail in any area that requires smog testing.
I would expect cat performance codes more than I expect to actually see carbon issues.
