04 Civic "redlines" at 4000rpm
Just recently bought a 2004 Honda Civic and am having what i hope is a minor problem hoping someone can help me out.
When driving the car in any gear it has no acceleration or power and will only reach 4000 rpm (slowly) but in neutral it will rev beyond 4000.
Any input would be greatly appreciated

Got Check Engine Light?

Got oil?
Got cam timing??
Got exhaust restriction?
Got intake restriction?
Does it accelerate better if you don't floor the gas pedal?

Check engine light is on even tho is was just safety/e-tested yesterday.

It does seem to accelerate a bit better at about 25%-50% throttle

You have a cat code, has the cat broken apart and clogged up the rest of the exhaust? Is the cat itself clogged?
EX? LX? Can you disconnect the exhaust in front of the cat as a test?
Does it misfire now? Misfiring can and will destroy a cat. Fix all other running problems before putting a new cat on.

Just to clarify for OP..
P0300: multiple cylinder misfire
P0301-P0304: Misfire in cylinder 1-4 (respectively)
P0420: Catalyst system under efficiency threshold
That 4000RPM "redline" means your car is in limp mode to save itself from damage.

I don't think it is in limp mode, those codes listed do not cause that failsafe mode to come on.
Plus, OP stated this: but in neutral it will rev beyond 4000.
IMO, that's not limp mode at all.

YOU MUST FIX THE MISFIRE PROBLEM BEFORE INSTALLING THE NEW CAT !!!!
Even a brand new cat can be ruined in a matter of minutes if the engine runs bad enough.
