2001 honda civic dx coupe

Ok my car will not go past 3000 RPM. So no faster than 70 or it starts to bulk like it is missing or running out of gas. What would cause that.

Is the check engine light on?

Is the oil 2 quarts low, or more?

Yes the check engine light is on. No the oil is full and so is all the other fluids. The tank is full of gas. As long as I start out slow and build up speed it will go as fast as 70

See what the codes are.

If there is a P1259, that's probably the one making it run slow.

Got any other symptoms? Gauges acting crazy? Green key light flashing when it shouldn't?
