DSM guy with a civic that wont start.
I have been a DSM guy for many years a friend of mine with a 2004 civic said his car wouldn't start, come to find out the tensioner pulley loop had broken where the spring connects to it. I agreed to do a timing belt for him but now the thing wont start, to me(someone who knows nothing about hondas) it sounds like no compression. I replaced the timing belt, water pump, timing belt tensioner, battery and starter. Here is a short video of what it is doing.

When you hooked up the new starter are you sure you grounded it properly? I would double check connections first..test for spark...is your fuel pump relay working? does it prime?

Heads get rebuilt all the time. Is it cost effective? Risk factor?

Only your customer can decide that.

You are already going to be a miserable lousy SOB if it costs him any money, so go for it.
Replacement is usually the last option for me. Sending it to a machine shop is usually the first step, let them decide how bad it is. The next steps depend on that answer.
Ummmm check the tops of the pistons for dink marks from the valves and hope the rings didn't get squashed into their grooves.
