94 Civic LX overheating

My 94 Civic has been overheating the past few days, but the temp never pegs the gauge it just rises a little and then falls back. It only happens after a long drive on the highway followed by slow driving in traffic or at lights.

I flushed the coolant and replaced the thermostat since it is so cheap. The car was still overheating. I noticed bubbles in the overflow coming from the cap; I then replaced the cap because it was old and it's cheap. The car continue to overheat. I then noticed that my engine fan was not kicking on hardly at all even with car running hot.

I jumped the connector for the fan switch sensor so that the fan would run full time. After doing this the car did not overheat at all however there were still bubbles in the overflow tank.

Of course I suspected a blown head gasket from the beginning but I wanted to check out all of the cheap stuff first. I do not have a compression tester or a cyclinder leak down tester. I guess I could get the kit for checking for HCs in the coolant but those don't seem to be very accurate.

So any ideas you guys have based on what I have told you would be much appreciated. Do you guys think it's probably a head gasket?
